They judge a book by its cover.

All they do is watch the first few episodes and give up.
They see 1999 animation and say it looks horrible.
They don't see any story progressing in the first few episodes.

These reasons cause people to give up and they drop it because they think that quality will continue throughout the massive amount of episodes there are.

Most people I've seen criticize one piece for being having bad art or being childish have only watch/read only a very small portion of one piece like about 20 episodes or 50 chapters as an example or even less in some cases. A lot more people would actually like it if they took more time to read/watch it.
