capture naruto himself? we kno he saw naruto face to face and the whort time they did battle he was owning him, why wait? why send pain after naruto instead when he probaly could have captured him himself?
we kno that he is atleast equal to the 4th and i doubt naruto is stronger than the forth espically back then)

There are many reasons why tobi could have decided not to so here we go
idk if any are true but yea
1. Tobi/Madara seems to not like pain, or some how there is tension between the 2 of them, and madara didnt want to waste his own time and maybe putting pain in a trap as we know hes using nagato
2. He really might not be strong enough, we know he wants the tailed beasts so he can power his EMS as he told pain and konan, maybe hes been week ever since his fight with the 1st (as stated by itachi "madara is a former shell of what he once was")
3. the most likley reason was because of the order in which the tailed beasts needed to be captured in, and he thought that sasuke would get 8 tails before pain gets kyuubi
4. or he had other things on his mind at the time, as we know he was interested in the itachi/sasuke fight and knew sasuke would win and he cared more about that at the time

madara told zetsu that everythng is going acc to his plan. i think he send pain to konoha to capture naruto and to destroy it. two birds in one stone. he knew pain's power as well as his hatred and he knew emo pain's emotion gonna boil over and he will get his revenge. pain is being used much like kuybi, both has been sent to konoha to detroy it and the mastermind is acting behind the scenes(both 16yrs ago and now). having said that, why did madara not act himself? it seems madara, the shell of his former self, isnt that powerful without kuybi. thats why he seeks it desperately.
