because they are talking about BB advancing int he New World where there are no Admirals, Garps, Sengokus and Mihawks and hell would freeze over before the Gorosei would mention Dragon as someone who could potentially help them
on the other hand the Yonko and the WB pirates have direct interest in stopping Teach from advancing so they were mentioned

They have seen what Teach can do so why cant they just send an Admiral to hunt him down? Or Mihawk? Or tell Fujitora after he is done with Dressrosa to go and kill BB

Yes but the other 3 (or 2) Yonko won't allow the Marines that far into the NW and neither the Yonko nor the Marines want an all out war between them
Also Akainu did almost get to BB before he became a Yonko

That's because the NW is ran by the Yonkou, it'll be suicide to send an admiral deep into NW territory that's been ran by pirates for years. The marines are primarily in the grandline and four oceans, their power in NW is stretched too thin to go after yonkou. Look how much chaos is going on in Dressrosa which is just the second NW island. Now imagine the stuff that'll be going down near the main territory's of each Yonkou. The Marines would have to send an entire war ready fleet into the NW just to make it to BB let alone take him down. This would make HQ vulnerable to attacks.
They mentioned the names of younko & WB remnants because they all have reasons to go after BB
1.younko may want to defeat BB and claim all the WB's territories.
2.WB members want to kill BB to take revenge for what he did to ace & WB
others are not mentioned because they don't have anything to go and kill BB on purpose.
1.Dragon has nothing to do with BB.Dragon wants to bring down WG.
2.Mihawk & other shichibukais have no reason to go after BB.
3.Admirals are responsible for their actions so they can't take unnecessary risk leaving marijoes & other headquarters.
