Why didn't the Akatsuki capture Naruto when he was little?

actually that time they didn't have lot of manpower and needed lot of information and plan to make the Akatsuki organization perfect. so @ 1st they started to collect information about the biju their village their power and so many things. if they did any mistake then all nation would be aware of akatsuki and it would be the ultimate problem to achieve their goal so that's why obito and the others member had to be patient. as long as i know naruto is the 1st jhinchuriki akatsuki(itachi,kishame) tried to capture but failed. to capture naruto was not easy because jiraya was with him and the villagers also. they(akatsuki) realized and waiting for the perfect time. as we have seen naruto was out of village for 3 years and when he came gara was captured as 1st jhinchuriki so its mean akatsuki stopped hunting jhinchuriki for 3 years since naruto was tried to capture. and this also mean after making organization perfect akatsuki started their job.

Because Itachi was in the Akatsuki he was able to prevent Obito from entering Konoha.
