Hagoromo's chakra was the seal itself, separate from Sasuke's own. The seal was an external source of chakra that Sasuke could draw on to enhance his jutsus.
Sasuke didn't get any increase in stats after meeting Hagoromo.

If Sasuke got stronger in the future, it would purely be due to his own development, though I'm not sure what "stronger, faster Sasuke" you're referring to.
