It's possible that it was a yin seal thing but then again he too only used it once and just opted for regular chidori. Black lightning is also possible of use by A I believe and SP users. Sasuke used it when he was in CS2. Really don't know why he only used it once but maybe it uses up too much chakra perhaps? It does look like it takes a bit long to prepare

Naruto as Ashura's reincarnation is naturally permitted to use sage powers. Sasuke can't control nature energy so it'd be impossible for him to add it to his Six Paths chakra.

his bloodline limit can help his elements combined. He has amaterasu and he has lightning varian. Darui is not senjutsu user but his lightning is black :lol
Since he combined water and lightning together for storm release. Sasuke with Rinnegan and kkg can easily combine lightning and amaterasu together.
