Why didn't Neji get his own team of Genin when he became a Jonin?

That is a simple answer he was not a supervising jonin or an instructor he was just a jonin there are a lot of jonin in the leaf and not all are instructor and don't have a genin squad

Shino having genin squad wasn't in the manga/canon so theoretically he doesn't have it.

In regards to OP, maybe he was too young? He would have probably eventually got it.

Neji became Jounin at like 16 or 17, he is too young to get his own team of genin. Kakashi turned Jounin at like 13 but he probably didnt get his own genin (trying out to get his own groups because he failed them all) until like 21 or 22. Let's not forget his was an Anbu for a long time

Neji was likely a S-jounin(Special Jounin). They're simply promoted to that rank because of their skills. They're not ready for the leadership role. Which is what Kakashi was awarded when Minato was his leader.

1. Ebisu doesn't have a team pre-time skip. During the time skip he gets his team, which means he won't be an S-Jounin. S-Jounin means you're also a subordinate of another Jounin. After the time skip he's a Jounin.

2. Kakashi didn't have his own team before team 7 because all others had failed:
