No, it wasn't plot. Large summons aren't used unless either one of these scenarios occur:
1) The person in question is falling from a great height.
2) The person in question's opponent has summoned something large.
3) The person in question's opponent is just large.
None of these occured, so Naruto didn't need Gamabunta.

1) The person in question is falling from a great height. (Jiraiya pushing Naruto off the cliff, Sasuke forced over the edge of the Samurai Bridge)
2) The person in question's opponent has summoned something large. (Sannin Standoff, Oro's Invasion of Konoha)
3) The person in question's opponent is just large. (Shukaku fight)
None of these occured, so Naruto didn't need Gamabunta.

It was man-to-man fight not a man-to-man w/ giant ass toad kinda fight.
I agree with this, it's why for the most part, I don't include any kind of summonings into a character's power.
