If she was a big part of the plan, she would have received it first. As she did not, it is obvious she is not an important part of the plan.

I don't think a piece of paper can hold the Juubi. Also, it seems like the Nara, Akimichi, Yamanaka, and The 3 Noble Clans of Konoha (Hyuga, Aburame, Inuzuka) are part of the plan, which is why people like Tenten, Kakashi, Gai, or Sakura didn't get any cloaks.
