You do know Naruto wasn't even that skilled at using his powers back then right? The only training he had was for KM and that was incomplete. He rarely used his full speed in the war all together. KM used it 2x, BM used it 2x, BSM 0x, and RSM about 3x. Naruto's powerups aren't something he can just become skilled at using in battle like Sasuke can with MS, EMS, and Rinnegan; he needs to actually train or have the skills to utilize the power.
