1. DB says that Naruto's reaction speed is equal or greater than Madara's, meaning the gap between them isn't large. Naruto can't blitz himself with no reaction so there's no way he'd be able to blitz himself.

2. Kaguya was weakened when Naruto blitzed her. She used up most of her chakra switching dimensions. He can't blitz a Kaguya who has exhausted most of her chakra considering she can evade Ameno from Sasuke while Naruto couldn't.

Sasuke punched Kaguya, and then Naruto started shouting at her for a few seconds before he blitzed. If him being a decoy had anything to do with it, Naruto would've attacked while Sasuke wasn't just sitting there staring at them both.
