Well it doesn't mean that his eyes having "rinnegan look"(with the stripes and purple color),that he is actually activating it.Because you see, Sharingan(by change in eyeballs) and byakugan(nerves appearing all over eyes) have their own distinction. While Nagato activates or uses his ninjutsu by transmitting chakra and saying the technique(shinra tensei,chibaku tensei,etc.)So maybe the rennigan user itself has the ability to release their chakra without changes in eye appearance.So basically you can't say if he is activating rennigan or not...Being Uzamaki doesn't guarantee a reserve to last that long if it is even true.
