Why didn't he just gather all the tailed beasts when he had the 9 tails before his fight with the first hokage? Hashi was the only person who could stand up to him at the time, and with the 9 tails under his control it would have been fairly easy for Madara to just round up the 1 - 8 tailed beasts? Maybe I'm over looking something, but it seems pretty logical to me.

No he wasn't planning to fake his death. Izanagi was a fail safe. Why live with a Piece of Hashirama's DNA if he can use his whole body?

Because there is no guarantee that you would kill him due to being exhausted yourself... so,you set it up beforehand to insure that you escape with your-life if things go south:bdpf:
