Why didn't Hiruzen do more for Naruto?

The last words Minato imparted to Hiruzen as he died was, "take care of Naruto". And yet Hiruzen allowed nearly everyone to hate on Naruto and treat him like dirt. Hiruzen's decree forbidding anyone talking about the Naruto being a jinchuricki, was likewise, the worst kept secret in the village. Anyone alive at the time of the Kyubi attack knew who Naruto was (not in relation to Minato and Kushina) but in relation to the Kyubi.

So why? Why Hiruzen did you botch this simple task? Minato wanted Naruto to be viewed as a hero for his sacrifice, but Hiruzen (who was in a position to communicate Minato's last will) neglected to carry it out.

Guess this is another of Hiruzen's failings. Uchiha Massacre, Hyuga Affair, Invasion of Konoha, allowing Oro to kill dozens of people and +59 babies in his experiments and allowing him to escape. SMH

hiruzen was weak-willed, and weak minded.
however, on the other hand. he could've showed favoritism towards naruto & then danzo probably would've used this to usurp his position with something like (see, he shows nepotism towards the monster that destroyed our village) & got the people to riot and conspire against hiruzen. i mean hey, at least he paid naturo's rent.

When Naruto asked Hiruzen about his parents, Hiruzen straight up told Naruto to stfu about his past. Its pretty sad man. Glad that old fart died in P1 so we don't have to see his BS.

Minato didn't say anything to Hiruzen after the seal. He was already dead. Kushina was the one who told Hiruzen to take care of Naruto before she died, but this was an anime-only scene. It wasn't in the manga.

I think Hiruzen really cares for Naruto, but he does not express it physically. I remember during the last scenes with Hiruzen in which he dies, Naruto and Team 7's face pop up in his mind with the rest of Konohagakure. He cares for all of them like his children, so I'm assuming it is tough love.

And yet Kakashi showed Naruto no affection/favor out of respect for his master (Minato). Kakashi knew Naruto was weak and essentially a lost cause. It's why he focused on Sasuke. He knew Sasuke had the potential to become a great shinobi and strove to sharpen his best student.

Kakashi admitted he didn't really start to like Naruto till the rasen shuriken training.

If I can see any promise of that sort, then maybe. Plus, there is realistically no way the Naruto will be viewed as a hero, no matter what anyone does for him. Especially how hatred can cloud people's mind after seeing what the Kyuubi has done. Naruto has to work that upon himself to do so.
