first of all, Hiruzen was the strongest of all the candidates, danzou never caught up to hiruzen he said it himself.

secondly, tobirama probably wanted hashirama's will to be carried on, he wasnt anywhere near extreme as danzou. there's a difference between conditioned distrust for the uchiha and a militant attitude. it was tobirama who came up with the village system and wanted a diplomatic choice for the hokage, he's not an extremist like danzou.

People keep comparing Danzo to Tobirama but they are not alike.

Tobirama was a realist, Danzo was an extremist.
Tobirama never wanted to kill the Uchiha, Danzo did.
Tobirama always put the village's safety before himself, Danzo put power before the village's safety.

See the difference?

No, Danzo had Danzo before anything else, his only real concern was becoming Hokage and power snatching. Not forgetting the fact that he was okay with letting villagers die just to get the position. And, slipping out of the village like a rat when it was being attacked. Tobirama would not do neither, he's a tough guy on the outside, but softer and caring towards the people of his village.
