it's shonen...so i don't know what you expected. Also the war was more philosophical if anything; A clash of ideals. but a lot of people did die in the war.

It went downhill when the jubi Jin and hagoromo power UPS was introduced
that was the moment where you found out anyone besides a jubi Jin, someone with sages powers, or the sages family was a fodder.

I think it's because parts of the story became too dragging, like the Edo Tensei army, every chapter there was an old enemy taking the weekly spotlight until the next blast from the past Edo Tensei villain is introduced.

It didn't go downhill. The quality just wasn't as good as before when the War-Arc came.

I don't know why people downhill after the Pain-Arc. The Five Kage Summit Arc was Great same with the Naruto training Arc where he was learning to master the Kyuubi was great as well.

The Invasion of Pain marked the end of Akatsuki as we knew it. The Leader died. We had Tobi and while he was a mega badass it just want the same. As Orochimaru made Part 1, the Akatsuki made Part 2.
Add to that, the war arc mostly sucked.
