Kaguya didn't create the army, Kishi did. In a half-assed attempt to create a threat for the Shinobi allaiance and explain what happens to people who become trapped in Mugen Tsukiyomi.

It's so dumb, and fairly obvious Kishi was just making shit up towards the end of the manga.

1. Vacuum Palm gets absorbed and re-fired at a bigger scale. GG Kaguya.
2. Ashbone can also be absorbed. And re-fired. It's a ninjutsu after all. If that's not possible, then it can be simply evaded.
3. Hair needle technique can be evaded.

For point 2 & 3, Momoshiki+Kinshiki's speed >= Kaguya's speed. He can easily avoid anything Kaguya throws.

Aside from that, Momoshiki completely dominates Kaguya is physical strength department. He will tear her apart. Teen RSM Naruto was able to rip Kaguya's arm. Momoshiki+ Kinshiki > Adult RSM Naruto > Teen RSM Naruto in strength.

Please.. Kaguya wouldn't need an army if it was that easy.

Exactly The main reason could be Kaguya was afraid of disobedience which could disrupt her "Perfect world" and that what Momoshiki or other Ootsutsuki bring in.

Most likely to find reason for Kaguya building army we need to know two things:

1) Kaguya was afraid he would try to destroy the tree or steal chakra from it, as happened in other dimensions, thus disturbing her "perfect" world.

2) Kaguya fears Chakra fruit thieves. Which means Ootsutsuki in general who according to Boruto novel are many in numbers scattered among Kaguya's dimenssions.

Her fear where her only kinsmen, who having number advantage would be dangerous to her or individually would keep breaking her perfect world with balance she attained

Kaguya is stronger compared to Momoshiki against a common opponent, even though both Momoshiki and Kaguya will defeat that opponent. But Momoshiki is stronger than Kaguya when fighting against each other.

3. Momoshiki has a counter to every jutsu Kaguya has, and Kaguya has a counter to every jutsu Momoshiki has. Which means neither Kaguya nor Momoshiki can use ninjutsu, AND Momoshiki is outright stronger in brute strength, and that's where he dominates Kaguya.
