This has been bugging me since the beginning, Why when Minato died did Hiruzen step back in rather than electing a new Hokage.
Two Reasons:

-Remember when a hokage dies a new one is usually needed immediately. They don't want to look weak towards other nations. This could start unwanted conflict.

-There wasn't anyone else around. The Sannin were in unknown places. God knows Oro couldn't be hokage.

Well he was considered well before this, Oro that is.

Hokage is suppose to be the strongest. Minato was the strongest, and when he died, Hiruzen became the strongest, simple :)

I get that they needed a leader quick what you guys aren't getting is WHY a previous leader? isn't S.O.P to elect a NEW leader. I do agree with Kobak though that he must have still been the strongest but that seems like a stretch Danzo would have done. And actually about oro there's no way to tell but not skipping him over may have kept him from going insane(even for just a little longer) plus evil genius or not he'd be an assett to a nations military force just like Gaara was.

Did you see the shit Orochimaru was doing in his free time? No way he should of became Hokage.

Doesn't this work like the presidency? If the president (minato) dies then vice president (hiruzen) takes over until another is found. It keep so the nations would pwn them.

Because Danzo didn't exist in part 1.

We already know why none of the sannin took over.

That and given he was the most experienced person(obviously)..but if you want to believe that someone else should have been chosen..

That's not factual in the slightest.

Naruto was stronger than Kakashi, but was not even considered for the position.

Danzo in old age > Old Hiruzen, too. But that doesn't mean Danzo was going to take over(that, and the fact that he didn't exist in part 1 is a bit of an issue...)
