Why couldn't Nagato/Pain use Limbo?

Nope, sasuke can't use it.

Every Rinnegan has its own unique specility.

Madara has limbo while sasuke has s/t.

Basic rinnegan abilities are same in all rinnegan's like preta path etc.

It same like when ms users have different special abilities like itachi had totsuka while obito had kamui.

But basic abilities of sharingan was same like susanoo or PS.

For Sasuke it's Ameno (rinnegan shift)

I kinda get it, but I can't find a solid proof from the manga that says only owners can use Limbo. Maybe Nagato didn't know about this ability?

I too think that might have just been Madara's since he was the original owner of the eyes. If Nagato was able to use it, there really would not have been a need for him to do so, since he is not mobile due to the rods in his back, stays hidden so the Pains do the fighting. It's possible given that he was the possessor of the eyes that he could have used that to protect himself, but not likely and he could not have had the Pains use it.
