Why aren't there snipers in Naruto?

Many of the OP characters that are impossible to kill in a fair fight could be sniped. Like if someone sniped Tobi while he was watching the Sasuke vs Danzo fight they wouldn't be in this war. Everyone talks about how amazing Minato was but what would he do if someone sniped him while he was eating dinner?

Not true. If you've ever played Halo 3, more than half the players will miss you even when you're away from the controller.
