Even though rumors said neither one of them would be shown much, fans were probably still disappointed due to those characters' heavily advertised presence.
That moment when you realize that it's in Japan, and not fully shown in the US to all of us, making a select few able to watch it, meaning that these reviewers are either incredibly lucky to have seen it, or these are mainly NaruSaku shippers dishonestly rating it as low as they can before the subbed version comes out.
Plus, reviews from big websites are generally crap. What'd be interesting would be to compare its score to the other movies.

The hole in the OP's logic that he's not addressing. A very small portion of the total fanbase has actually seen the movie. It's just like polls on here. It can look like it's going one direction, only to change drastically over time.

Oh, fun fact. I've noticed on the internet that most people hate RTN. In a thread dedicated to what people thought was the worst movie, most said RTN. Funny thing is, IMBD (guys OP's linking us to) rated RTN 7.7, the highest score of all the Naruto movies. It should be fairly obvious that site's tastes do not match up with the community's.

Or they rate it for different reasons.
IMDB might giving it higher scores for visual stuff or actor play, not so much the actual plot.
Also, much more importantly, not only Naruto-savvy people rate it THERE - but HERE the story is very different obviously.
