Not at all. His main attribute has always been directed towards suiton jutsu's whether he had hype as being the greatest suiton user ever lived or a very skilled one. That has always been his hype and feats until recently.
At the same time, Minato got an alias for this technique which is his trade mark while Tobirama no such alias has been attributed to him for any form of jukkukin, but rather a well known suiton user.
Obviously no shinobi is one dimensional (well there are a few but majority are fairly skilled at other areas) and you could make a case for saying the senju clan known as the clan with a thousand skill, the second in command of such a clan will be fairly skilled at other areas.
But for him to be from what we have seen just as skilled as minato the person who gained an alias for this jutsu is rather odd. The only real difference between the two is that minato has hiraishin kunai's but that itself isn't anything great because the average shinobi carries kunai's/shurikens with them therefore tobirama can easily tag any kunai/shuriken he has and he has achieved more or less the same thing minato has done.
Even in this chapter it was somewhat stated that Tobirama can also use the the s/t barrier technique.

Well obviously, that's the main point of this thread. People were so quick to say we're going to see the most OP jutsu from Tobirama in a minute. We're not, because Rikkubito can negate ninjutsu. FTG is what's going to be the best thing to defend and attack Rikkubito.
