Why are the Anbu so underrated?

ANBU aren't bodyguards. The Hokage bodyguards are the ones that use Hiraishin.

Kabuto was stated to be equal to Kakashi, one of the greatest non-Kage elites in the world.

Who are you talking about? Itachi/Kakashi/Orochimaru were never fodderized.

I agree that Anbu is drastically underutilized and underrated. I've said before (not here) that Anbu should have been written as a stealth unit (like Splinter Cell) that use means of hiding their presence and assassinating their targets without them knowing. Instead, Kishi wrote them as weaklings who run out blindly and use jutsu like any other ninjas (idiot move). Honestly, if Anbu had've been written like I said (stealth unit), they would have the capability to take Akatsuki-ranked ninjas with ease.

Akatsuki defeats anyone, they're the best group ever.
(Excluding SO6P and possibly Edo Madara.)
Only thing that could possibly make them better is a Senju and a Hyuuga.

The way I see it...
There are several different ANBU Squads.
1) Some are good at stealth and others are good at combat.
2) People like Yamato, Itachi, Kakashi and Orochimaru weren't like the rest of them. They might not be good comparisons.

Anbu isn't really a rank its a job so that strength of a member of Anbu is dependent on that individuals own power so high level ninja can easily beat low level Anbu and high level Anbu fight evenly with other high level ninja.

Ambu are the best of the elite but an S-Class Ninja is still higher than an average Ambu. The same way your sport super stare can be in taken by a super super star. Take Boxing in His prime Mohamed Ali was above the regular star boxers as Babe Ruth was above the star Baseball Players.

They specialize in things that are not direct combat, I guess. They do all the boring routine ninja stuff so that the main characters can go ahead and do something interesting.

Too many characters. If there were enough players big enough to stand up to Akatsuki, they'd all end up like the Rookies and Kage aids. We know who they are and such, know they can fight, but they'd never do anything.

The Anbu are not underrated.
Most of them (from what we have seen) are just not anything special compared to many of the important characters in this series.
