and tobirama brought up that it should be a democracy... not that it was already stated to be so... so really hashirama and madara deciding to make madara the hokage was actually going to happen... it was wen tobirama said hashirama should listen to what the villagers wanted that he went along with that idea... and even now, the leaf is not a democracy it is just chosen among elders and high ranking nin... and even then the fire countries lord gets last say (even though recomendations wiegh heavy in the decision)... it has nothing to do with the villager's vote...
