Well, looking at what Tobi accomplished with a 'mere' three tomoe Sharingan, I would say no.

Tobi and Itachi, for many reasons. Powerful geniuses with a cool(d) attitude.

I would also like to go with Madara because both of them are powerfull, but I think Itachi is cooler and much more calm ( except for that last battle with Sasuke. He lost his cool...)
