Furthermore, even his Water Dragon takes a lesser amount of hand seals than Zabuza's, and just from displaying these two jutsu (the only two Tobirama has ever displayed in the manga), ANBU already considered his ninjutsu Kage-level, and after displaying one jutsu, it already qualified as Kage-level in Orochimaru's books:

I didn't say the anime should be used, I was saying I saw 3 hand signs from the anime and didnt read the manga for that fight and so I stand corrected.

Well, when your argument is "Zabuza's water dragon is stronger than Mei's because it was bigger" when ignoring the fact that Zabuza was on a large water source whereas Mei had no nearby water source, I might as well do so.

We don't know if Mei could do a bigger water dragon or not, that may not even be a factor of strength. Take the power of a small wave, to that of a water jet, the wave would not knock you down, while the water jet can cut steel. Even though the wave is much much llarger, it is not nearly as destructive as the water jet.

Water pressure is likely an important factor in water dragon jutsus strength.

Zabuza's was bigger....Zabuza's Water Dragon>Mei's Water Dragon. I don't think just because she has a title Kage, it gives her an automatic win, I mean she also has Boil and Lava Release that give her the Kage title, so it shouldnt be weird Zabuza has better Suiton
