Wrong. Without Tobirama, Konoha would have no infastructure, and the Uchiha would have revolted. Tobirama gave the Uchiha the oppritunity too become the Police Force of Konoha. Tobirama was in fact on of the better Hokage's. It is not his fault Madara is insane....

Tsunade and here's my reasons:

-She allows Sasuke to roam free for 2 years and now look at him.
-Lets Naruto do whatever he wants,she spoils the boy too much
-All that healing her and the giant slug did was useless since Nagato revived all the dead people anyway(sort of a troll for her).
-She was unable to stop the threat that ws attacking the village(Minato,Hashi,Tobirama and Hiruzen saved the village from being attacked or during the attack the enemy's plans was foiled).

Wrong, the Uchiha revolted because Tobirama made them Konoha's police force. If he never did that they never would have revolted. It mat not be his fault that Madara is how he is but him oppressing the Uchiha based on the foolish assumption that they are all evil is what caused the Uchiha to revolt.

If i had to pick, It would most likely be tsunade, Due to the fact the leaf got destroyed under her reign as Hokage.

Hashirama/Tobirama/Hiruzen shouldn't be on anyones list for worst hokage.

Hiruzen was the longest reigning Hokage. He was considered in his Prime to be the best Hokage, by Iruka I believe. Even though we know Hashirama was the strongest, Hiruzen was still the longest reigning, and no one ever complained.

Longest Reigning without dispute = best.
