Wrong!!! Black Zetsu was his counter measure plan. He even said that he'd created him to 'guide' Obito towards the right path. Nagato was for his ressurrection, Obito was there to guide Nagato, and Black Zetsu to guide Obito. Everything was accounted for. Zetsu would have stolen the other rinnegan (like he did for Madara in cannon) and used rinne tensei himself to resurrect Madara if Kabuto didn't ressurect him with Edo Tensei

Yes it was stated that his plan failed, BUT he quickly made a backup plan, which he basically knew that Obito would fail as the bronchitis and he would use his moment of weakness to force Obito to revive him. Then become the Jyubi jin afterwards
