In my opinion I would definitely have to say Sasuke.

Reasons:

¤ He was able to identify the element of Deidara's jutsu

¤ He did a science experiment whilst being mid battle (did i use that right, i think i did)

¤ He produced a cumunolimbus(or storm cloud) with his fire style to create a lightning style jutsu from pure lighning itself.

Sure Shikamaru is strategic, but I'm deciding this based on what has been shown and the outcome of their strategy.

You should have added how he figured out izanagis weakness and tricked danzo with genjutsu..that application of genjutsu imo was the most strategic.

This. Although his strategies are usually unorthodox and he doesnt do much analysing, his ability to come up with strategies is pretty much on par with Sasuke's.
