Who is it? Is it Kaguya or Black Zetsu? Black Zetsu seems to be the one coming up with ideas and Kaguya had at most 3 text bubbles of dialog as if she was a henchmen or a minion. Kaguya feels like a background character compared to Black Zetsu.
I don't know how to describe it exactly, but her character is lacking, her motives are unknown and her personality is bland. You can try to argue she was just introduced. Do you know who else was "just introduced" into the story out of nowhere? Madara. He was only established as lore or history just like Kaguya, but he was introduced full of personality, and was able to make the story more interesting.
I couldn't give less of a **** about your opinion if you think the contrary. If you still think this is good, you're being ignorant.

- We have no reason to rout for Kaguya because we have no idea why she's fighting.
- We have no reason to like her because she has 0 relatability, or 0 personality.
- And sadly she fills no place in the story except for being the "final villain".
