Who's the final villain here?

Who is it? Is it Kaguya or Black Zetsu? Black Zetsu seems to be the one coming up with ideas and Kaguya had at most 3 text bubbles of dialog as if she was a henchmen or a minion. Kaguya feels like a background character compared to Black Zetsu.

I don't know how to describe it exactly, but her character is lacking, her motives are unknown and her personality is bland. You can try to argue she was just introduced. Do you know who else was "just introduced" into the story out of nowhere? Madara. He was only established as lore or history just like Kaguya, but he was introduced full of personality, and was able to make the story more interesting.

• We have no reason to rout for Kaguya because we have no idea why she's fighting.
• We have no reason to like her because she has 0 relatability, or 0 personality.
• And sadly she fills no place in the story except for being the "final villain".

I suspect that is going to lead to her downfall, because if she knew how to fight like a pro she would probably have won already.

If she knew how to fight then it would already be over, remember she was the only one with chakra during her time so she has never fought before.

Its been said many times in this series that everyone has a weakness, and Kaguya's is that she doesn't know how to fight.

She is boring, which makes me wonder if Naruto will try to TNJ her. Asking her why she is being controlled if she is the Goddess off everything. Maybe that will be the end of the fight and it will just be her against the Black Zetsu?

Sounds like a alright (it's not good, it's not bad) ending, maybe she'll explain more about herself when that is going on?

Black Zetsu gives me the vibes that he's working for somebody else. It just seems as if he's using Kaguya as a means for something else. He doesn't seem loyal to her at all.

I kinda already told you. Personality has to do with individual differences among people in behavior patterns, cognition and emotion. She has an obession over chakra and a love/hate thing for her children. It may not be much but that's a personality, though a shallow one ATM.
