Technically it would be Minato, Madara wouldn't be "Faster" since he teleports but he would be able to reach destinations quicker so it depends on how you look at it.
here's my list (top 5) with actual speed not just teleportation.(or even Zetsu would be in this =P)
1)Yondaime the fourth Hokage. (Minato)
2)Sasuke Uchiha
3)Raikage
4)Might Gai
5)Itachi Uchiha

Now possibly there is some jutsu involved in these, though I still believe the 4th is the fastest even without.

Fates speed wise and no juitsu is Guy, follow by Lee both use weights to slow them down thus having to work harder to be fast. When both remove their weights and use the lotus form look out Remember Lee made Gaara have to pull all stops to stop Lee.

For me, it'd be Minato for the FTG tech.

Raikage, Kakashi, Sasuke, Guy and Lee are also fast.

I hafta say Madara, but his space/time jutsu is just tricky. I remember he was caught off guard with Torune's bugs which cost him an arm. Albeit, he's fast enough to dodge some of the attacks.

generally speaking the raikage is the fastest character in naruto. he is the only person that amaretsu has caught and was able to escape it by his unimaginable and tremendous speed.
