But on topic, i guess it would be Minato, even if you say all those others were fast too etc etc. In a race, they might beat him, but in a fight, i guess he's faster, as he has the reflexes needed too.
Well, but do they say it's "showed seemingly instantaneous reflexes and raw quickness"? I guess that's what makes him better than most ninja, as he can see things and respond to them fast and well.

Physical speed then would have to be either Raikage or a gated Gai.
Fastest with a jutsu would have to be Minato though he does need that little bit of prep to place his kunai/seal. Fastest over a long distance would be Madara since he basically teleports.

Raikage. I have no idea how long it takes to prepare his lightning cloak, but even without it he was noted to be fast by zetsu.
Sasuke. He copied Lees speed, then took special drugs to enhance his physical performance.
Lee. He's most likely improved since the fight with Gaara, and he was quite fast back then.
Sage Mode Naruto? If Naruto is about as fast as a normal Shinobi without natural energy, I'm sure he'd be considered one of the quickest with it.

raikage is really fast
and for the sasuke part, he is just slow And for lee and guy, that's only taijutsu guy is the fastest with it maybe kimimaro could keep upxd

Plus when he and Raikage attacked Kisame they were the same speed with Raikage using the Raiton no Yoroi and Bee using the Hachibi cloak.

Yeah exactly, speed, which is the whole point. And you just said that... I thought that's what we were talking about...?
And with the 8 sword fighting style it wasn't that it was random - it looked pretty coordinated to me - it was just that Sasuke's eyes couldn't follow the movement of all 8 swords.
My vote for fastest goes to either gated Gai, Raiton Yoroi'd E, or Hachibi cloaked Killerbee
