Well you have to determine what speed is?
Is it Creating Justu Hand Seals, Physical speed, technique etc.
Physically I think it's Might Gai, but Transportation wise It should be Madara. Then Hand Signs i would go with Itachi.

But i would give Kakashi the fastest copying Ninja. lol
But kakashi has to do the hand seals while itachi can simply do it by moving his hand slightly. When Itachi and Kisame were intercepted and had to fight Asuma and Kurenai till kakashi showed up. itachi performed a water style attack,and a shadow clone all in one move. Even facing sasuke in that throwing stars and knifing duel,he performed a shadow clone. :itachi:pretty accurate answerU_U
But I think kakashi would be fastest hand seal performerU_U
EDIT: forgot to mension that yondaime was fast too

Minato Namikaze is the fastest in all aspects. When Raikage used the lightning chakra to enhance his physical speed(fast enough to side step Amaterasu) a jounin compared his physicals speed to Minato's physical speed. But that's just physical speed. Minato also has the flying thunder god which is basically like traveling as a lightning bolt through objects(kunai's, seals, tags, ect.).

have you EVER seen something fly past your face/eyes and you couldn't follow its movement cause it was going faster than the human eye can follow? well that's what minato and raikage do. it's not teleporting or space/time, it's just REALLY FAST.
that's his flying thunder god, he also has the best physical speed. fast enough that it seems like a yellow blur when he runs around an area.

Thought you were referring to the teleportation. I still think Gai is faster. o___o And if not Gai then Lee. o___o Hard to measure these sorts of things though.

very true, it is hard to measure "physical" speed in the naruto universe. so I kinda just read narutopedia and manga and put what I read together and call it "a fact". but it could be 100% wrong. xd

I wouldn't doubt that but Minato isn't said to be fast..
This stemmed from his Flying Thunder God Technique, which essentially allowed him to teleport to any location with the use of a special seal. By throwing kunai that had the seal attached to them behind enemy lines, Minato could wipe out an entire platoon in the blink of an eye without receiving a scratch. This earned him the nickname of Konoha's "Yellow Flash", because of the near untraceable speed at which Minato (with his yellow hair) moved when using this jutsu, even without which he showed seemingly instantaneous reflexes and raw quickness.

Gai still beats him in the races though. n____n
