Agree with Oro and Kakashi but not with Sasuke. He's good but not one of the top 3.

These suggestions have little evidence and is mostly based on hype or small facts we have been given:
Hiruzen was said to be able to use every Konoha jutsu in existence.
I'm confident Madaara has a large jutsu arsenal
Nagato had most of his life to master all the elements (even though we only see him use Rinnegan techs)
Kabuto claims to have surpassed Oro

You realize that it's because of the sharingan Kakashi and Sasuke learned some of their ninjutsu, right? I believe you said NO DOUJUTSU. If anything, Hiruzen deserves a spot above them because not only is he exceptional when it comes to ninjutsu, but he knows over 1000 jutsu AND ALL Konoha jutsu.

You realize that it's because of the sharingan Kakashi and Sasuke learned some of their ninjutsu, right? I believe you said NO DOUJUTSU. If anything, Hiruzen deserves a spot above them because not only is he exceptional when it comes to ninjutsu, but he knows over 1000 jutsu AND ALL Konoha jutsu.

Dojutsu meaning no susanoo, no amaterasu, no tsukuyomi or anything of such!

in my opinion, the best in ninjutsu would probably be Hiruzen and Orochimaru.. it seems they are the ones most versed in ninjutsu.. others just specialize in certain ninjustus.. Hashirama has secret ninjustus unique only to him, Muu and Onoki knows the secret of Dust Release and Tsunade created the absolute pinnacle of medical ninjutsu and Uzumakis and best at fuuinjutsus..
