Note: This is judged by 3 factors, Speed of Seals, variety of Jutsu's, and Chakra Shaping and Control. AND NOT DOJUTSU TECHNIQUES!!!
AND ACCORDING TO SHINOBI WHO IS STILL ALIVE.
I'll keep the explanations "readable" or short lo
1. Orochimaru.
I'd call him the father of all ninjutsu, During his fight with Naruto in 3-Tailed Mode, Orochimaru is seen to be in his "weakened state". But whilst in this state, he was able to withhold the power of the Kyuubi, not to mention summon 3 Rashomon Gates, when 1 Gate is said to take a hefty amount of chakra, enough to kill a normal being. Just shows you what chakra level he is on!
He is also shown to have a variety of deadly kinjutsu and wide knowledge about everything. As that as factor, he is able to counter any jutsu with the most appropriate jutsu in return.
His also able to resurrect himself or "renew" himself like a shedding snake.
Knowledge is Power!
2. Sasuke
In ninjutsu variety, his a big no. But in Chakra Control and Shaping, his the best I've seen so far. Here is a few reasons:
• He utilized Chidori in every aspect of battle possible. He can use the Chidori Spear to surprise attack his enemy, cut his enemy, and even wipe out a group by spreading the Chidori Spear. Even Chidori Senbon, he shoots small electric needles, combined with Sharingan it can turn it into a more deadlier situation, making him target vital spots.
• Basically using Kirin, he tamed lightning itself, tamed, meaning no need for hand seals and stuff like that. That is chakra control on another level.
• His able to shape and reshape Amaterasu flames, something not even Itachi could do, probably not even Madara.
So yes, I'd give him 2nd Place in Ninjutsu, Chakra Control and Shaping.
3. Kakashi
Kakashi, a "copy-nin" feared for his use of 1000 jutsu, and 1000 Years of Death
His a prodigy since 11, being a jonin at that age shows you what level he is on.
I'm putting him 3rd because of his jutsu variety and mad speed of waving seals. His also shown using 3 Chakra Natures, Earth, Water and Electric. That's 3, something beyond Special Jonin level, and is probably Kage Level.
His extremely good at ninjutsu.
