Who's the best Genjutsu user? Shisui, Itachi, Madara Or Sasuke.

Itachi for versatility. Shisui for having the top genjutsu one-shot he could use once a decade for each eye. :sdo:

Better than anything Shisui had shown, Beside him having one powerful genjutsu which we never saw him use himself.

Obito 3 tomoe or MS Obito doesn't have the capability to free someone from edo tense and Shisui eye does.

Of course it counts, I don't see why it doesn't.

He controlls multiple Bijuu with a single sharingan, Simpe as that really.

How can you count that, he literally gave

- Sharingan and Rinnegan to them.
- He also bound them to him and the gedo mazo.

Since it has a 10 Year cooldown i'd expect it do be able to do something a normal Genjutsu cannot.

Having one Genjutsu that is on a 10year cooldown does not make him better at using Genjutsu than someone who can cast Bijuu controlling level Genjutsu at will with zero cooldown what so ever.

He didn't bind them to him through the Gedo mazo, He simply sealed them inside the mazo because the hosts died when they were extracted. The Mazo was a container for the bijuu nothing more.

Him controlling the bijuu was done purely by his sharingan, This was stated by kakashi and shown when obito's sharingan was reflected in one of the beasts eyes when it broke free for a few seconds.
The Jins and Gedo mazo had no part in that

Sasuke is difficult to gauge here. In theory, he should have the potential to be #1 with Rinnegan genjutsu, but we only saw him use it once, and we didn't really learn anything about the way it works. Because of that, I will refrain from ranking him for now

i cannot remember it been said or implying that shisui can use Kotoamatsukami without a cooldown nor any logical reason why the cooldown only affects users that aren't him.

If he could use it without cooldown then he would have on Danzo, Or he would of used it when he only had one eye Reamining.
Each Eye might have a separate cooldown meaning he can use Two KA's in 10 Years but taking the cooldown off completely wouldn't fit in with what happened to him plot wise.

All you prove is that their rinnegans vision was connected to obito's which is common knowledge and again has nothing to do with him using sharingan genjutsu to controll the Bijuu.

In thet very scan you see the sharingan reflected in the Bijuu's eyes. The Rinnegan chain was simply to restrain it so obito can regain controll of it with his sharingan.

Mei and Shisui never met. Nor are they ever mentioned in the same panel. Nor has Mei even ever seen Shisui to our knowledge.

Ao stated that he had encountered Shisui before and his sharingan- not his KA. However, his KA was heard about. The same way people heard of other MS techs.

He didn't use it for the coup. He wanted to KA Fugaku with one of his eyes, but Danzo stole it from him before he could. He had his other eye left which had been used on a mission prior and was on cool-down, so he gave it to Itachi for safe-keeping and so that Danzo would not get it if he came back for it. Otherwise, Shisui would have used that eye to KA Fugaku and delay the coup for a time.

There's also no way Itachi himself could know how long KA's cool-down time was if Shisui didn't tell him.

And then in the databook it states that KA needs Senju DNA to lessen the charge-time. So, yes this goes for everyone. Even Shisui.

I posted a list of Sasuke using Genjutsu.He used it in multiple ways - paralyzing his opponent,replaying memories, extracting information, controlling them, and as the OP said, he used it without looking at the targets.
