Well foot speed is the only raw speed. The techniques themselves are another form of transportation. Because of this, Minato is considered the "fastest" because he can get himself from point A to point B instantly, though he is still pretty quick on his own feet, just not as fast as others are on their feet.

Hence the question I asked. It is only fair to consider raw speed to be the actual speed. Like, for example, Tsunade is naturally very strong, her chakra only enhances her strength. So in raw strength, she beats Raikage. That's my point.

If you want to compare speed then the question should be, "whose speed is the greatest in the NV". that way only people with raw speed would be counted since speed = distance/time. Technically if one uses s/t jutsu, then time = 0 which makes the equation undefined and therefore it is not considered speed.

Why put Tobirama on the list when we havent even seen what he is capable of?

Dan shouldnt be on the list because his jutsu doesnt transport his physical self, which is what speed is all about; getting yourself from point A to point B in the quickest amount of time possible. His spirit might get there very quickly, but his body isnt, making him not really there at all.
He has a space time jutsu that involves travelling, space time tops all regardless

and though it's his spirit, its a jutsu he uses, since ftg counts, and other movement enhancement abilities, why not count his spirit form?

But does it involve transporting himself or other things? We havent even seen this jutsu, and because of that wee dont even know what it does.

Its a jutsu he uses to transport his spirit and not his body. This spirit is not limited to the physical plane and thus the natural laws physics do not apply to him when he is using that specific jutsu. It has to move his physical body too because that is what is considered to be real and is affected by natural laws of physics.

Well, I didn't make the thread, so I'm only giving opinions. And let's not bring Physics into this. We all know Naruto-verse defies it shamelessly.
