It has to be Oro, you could say madara but he could only be revived by either rinnie tensei or edo tensei, however Oro made a copy of himself in everyone he ever bit - thats just insane.

I don't think anyone is evil or good in Naruto. But as far as being a master mind is concerned, then Orochimaru and Madara are quite cunning.
