Starting Scenario: Tobi has his six paths go into their Bijuu forms, Madara awakens EMS and the Rinnegan simultaneously and fights at full power with all his upgraded developed abilities.

We haven't even seen both of their range of attacks. But if I had to guess up till now, Tobi. He has more up his sleeve.

His arsenal lies solely on his Jinchuriki paths, S/T ninjutsu and that's it. Madara has haxed fire techniques, Mokuton, EMS, haxed rinnegan techniques etc. and still more we have not seen. Madara has displayed more formidable abilities than Tobi, but not by much

from what we seen Madara has susanoo with epic jutsus (commet to the earth O_O)
and Tobi can controlle the rinnie, the tailed beasts, space time jutsu and he can cheat death once.. so i think draw now

We still haven't understood Tobi yet. Madara has displayed a wide range of abilities that make him actually stand up to the hype that he was getting. But Tobi has all the Bijus, Rinnegan, S/T and intangibility. From the looks of it Tobi might have the upper chance, but Madara is still Madara, which could explain why Tobi was in a state of shock when Kabuto summoned him. It'll be a tough one, my guess goes for Madara though just because he's ****ing Madara.
