I just would like to note, that the Juubi's Chakra was divided by Hagoromo into all the Shinobi world. The Juubi is missing at least, half of its Chakra. Not to mention, Hagoromo, before becoming Jinchuuriki inherited half of Kaguya's power.

Both Hagoromo (Pre Jinchuuriki) and his brother defeated a mindless Kaguya. The 2 main characters wield half of pre Jinchuuriki Hagoromo's power, and they will beat Kaguya. Therefore, Jinchuuriki Hagoromo would be more powerful.​

TTH Hagoromo = 100 % Ten tails+ Shinjuu + his own power
Kaguya= above Ten tails + Shinjuu power + her own power

Considering that Hagoromo's own power > Kaguya's own power (before eating forbidden fruit)

we can guess they were close in power wether someone like it or no

Well Kaguya had no power before eating the fruit because it was said chakra came from the God Tree which means Kaguya was the first with chakra. Nowhere is it said the Sage got half of his mom power, he only said his sons got half of his and it wasn't really have his power as in strength but rather ability such as eyes and powerful Chaka, and body and lifeforce. Being the Juubi Jin would put him on his mom level but she had the power first and has all 3 doujutsus so she does have an edge over her son who needed his brother to beat a weaker foe. It depends on different factors, we know the Sage is wise now but that doesn't mean he was back then, he could have changed in the centuries of watching the world
