True, but not accurate. Kakashi does both but not at agreat magnitude as Itachi or Shikamaru do. That's all.

Kakashi has more experience then Itachi. It seems Kakashi would be better suited for stregies on a war front like in this war. Itachi thinks things through ahead of time though. Both have different ways in which they use their inteligence.

Kakashi is smarter in war and feild combat I would say.
Itachi I will give him an advantage over Kakashi in intelectual abilities outside of feild and war like combat.

Kakashi has obvious reasons for being cautious, he is so limited on stamina that's why he has to strategize carefully while Itachi is the possessor of Susano'o protecting him from any unpleasant attack that's why he thinks more careleesly and the manga says it Itachi's plannings are failing but being smart he had recovered most of them..........

kakashi thinks ahead but mostly just by using clones to feel out an enemy before he puts himself in danger like vs pain.

They are both Geniuses, Suspecting if either one was smarter would be completely ignorant and incompetent. Itachi didn't plan anything, and he failed anyway's. Kakashi's just really smart, and has good intellect. And Itachi is basically just a boy Genius who can throw Kunai good. Itachi is a smart ass, and is loyal, Kakashi came up with a technique of his own at the age of 13 that is just as bit as good as Rasengan. So like wtf, who cares.
