I'd say Kakashi's, as he is not from Uchiha blood and its developed into a mangekyo who knows what it would've achieved in the body of a true Uchiha. Also the warp thing is pretty damn powerful, if it can in fact put everything into another dimension.

We all have seen Madara's EMS and some of it's powers, so some people will say that he is the strongest. But, when we see Itachi's or Sasuke's EMS, it will be much more greater than Madara's.. Itachi's EMS would be stronger though.
