[Discussion] Who's more feared in One Piece ?

That's not how it works. Kaido is more feared because he is a threat to far more people than Dragon. Everyone in the New World either fear the Yonko, or directly oppose them, while they're generally apathetic towards the WG and the Revolutionaries.

Kaido is well knows/feared in these areas: 1)New world 2) Marines 3) First half of GL(Most of people don't know about him).

But in case of Dragon: Whole GL,Marines and Normal civilians from almost every kingdom are aware of Dragons name.

Dragon may not be a bad dude but still WG considers him as a criminal hence almost everyone in OP world fears him.

OT: Dragon is the most feared.

Depends o. whole is wearing the boots to quiver at the me tion of either. With Kaido everyone is a target so generally everyone fears him before meeting him and maybe Eve. more so after experiencing him first hand while with Dragon u fear him from the tales they tell about him but u meet him and if u r just a random citizen u leave with respect for him not fear. Going by Doffy if it were Kaido in lougetown then smoker wld have been Smoked not left to Bragg about it.

I don't see how Shanks would more feared than either of them. He isn't malevolent like Kaido.

People saying Dragon is feared by the gov and not people don't make sense.

Dragon is feared by the Gov, as well as the people because the Gov are the ones providing protection for the people. And if that force is disturbed, then they have to suffer those consequences from the pirates as well.

So Dragon is the worlds most feared man.

Your point makes sense but that's not how it works in OP world.

Kaido is a bad dude where as Dragon is a good person but only a few people knew about him.

If WG labels u as a criminal then people of OP fears you even if you are a good guy. Hell even pirates are calling him a demon.hmm.
