Monkey D. Dragon or Kaido


My theory of Monkey D. Dragon is what if he has some Weather type Devil Fruit (Storming in Log Town) and can strike in any place in the Grand Line/ New World.

Kaido we know has a Zoan type army and sents chills down people's spines. My theory is his Devil Fruit could be the most powerful Zoan Type which could transform into any Animal. And if he's favorite transformation could be a Lion, Snake, Rhino, or whatever.

Dragon is probably more feared by the WG because he fights for the people so they wouldn't be scared of him but I'm sure the regular civilians are more scared of kaido.

Logically, Kaido. While Dragon is a perceived criminal in the eyes of the World Government and the most dangerous due to being the leader of the Revolutionaries, Kaido should be all around more feared due to the fact that no one is safe from his wrath. Kaido is not only a pirate, but one of the top 4, and they don't usually mess with each other, so it's like one of the few forces capable of stopping him from just going on a rampage every now and again and slaughtering towns isn't even gonna do anything, while the general public doesn't have as much as a threat from Dragon since he doesn't appear to be malevolent or cruel or an attacker of random places, in fact, he's gone out of his way to protect innocent people, Kaido probably goes out of his way to kill them.

Kaido is more feared. Yonko are pirates, they can be merciless brutes. Dragon is a revolutionary who is fighting for freedom for people. Dragon is not a threat to civilians, Kaido is

Kaido is clearly the more feared of the two because everyone from people to pirates to W fears him in some sense while Dragon is feared mostly by the WG only.

That's not how it works. Kaido is more feared because he is a threat to far more people than Dragon. Everyone in the New World either fear the Yonko, or directly oppose them, while they're generally apathetic towards the WG and the Revolutionaries.

I think the question is more specific to the fear aspect

The WG have done a very good job in painting Dragon with a very unique brush

To be branded as the most dangerous criminal in the world to the layman, would instill a deaper fear than Kaido


we look at it from the viewer perspective and know Kaido for what he is (rhetoric)

but in terms of world wide fear

i would say Dragon no contest due to the 'Evil and Dangerous' brush they painted him with

I understand what you're saying Kaido is more ruthless yes. While Dragon basically fights against the WG for the people. U_U but I still think Dragon is more feared throughout the world more than Kaido. people even refer to him as the devil and burst into panic to a mere mention of his name.
