Sasuke - Speed blitzed Team 7 during their confrontation, speed blitzed Tobi and Deidara before the fight, dodged Raikage Ao's lightning strike, dodged Killer Bee's number 8.

Kakashi - was said to be as fast as Lee, caught Kakuzu off guard with a Raikiri, and is going toe to toe with 5 bijuus.

Kakashi can open at least some of the inner gates, and Kakuzu, Tobi, and I think even Nagato (would have to check their fight again) have given their praise to Kakashi on his speed.

He struck him by SURPRISE, and Kakuzu didn't even know Kakashi was even in the fight. plus he got kakuzu when he was pushed against a wall. So you call deidara being static but not kakuzu????????
