After Ay closed the gap between them with a blitz, he pasts naruto 20 meters while naruto could barely move 10-15 inches
Naruto speed is not slow here. His reflex of kcm has contributed as well, but this is no proof of kcm faster than Ay. Very insufficient proof

"Just like Yellow Flash" means KCM Naruto is faster just like Minato.

You need to consider 3 pages and look at the whole situation than to only pick one scan that supports you best while the other scans do not agree

Ay's fist was inches away from Naruto's face. It's physically impossible for him to have dodged Ay's fist if he didn't increase his speed to the level that his speed was greater than Ay's. The distance Naruto had to move to get out of Ay's target zone was larger than the distance Ay's fist was from Naruto's face.

Kishimoto made it very obvious that he wanted Naruto to be considered very fast by basically recreating the same scene of Minato dodging Ay at point blank range with Naruto.

If you read only one scan, yes it could be true
But you ignored the scans before and after that I posted. You completely ignore the actual situation, and you rather take one scan out of context to support your claim than to examine the actual story
By the way. If kcm was so much faster, why would naruto wanted to kiss Ay's fist?? I certainly know naruto didn't think Ay's fist smells nice.
He barely dodged it.
If I throw a basketball to hit you from 50 feet away and you barely dodge it, it doesnt mean you are faster than me. It actually mean you are very slow and lucky
However, I acknowledge how kishimoto tried to put it, so I wouldn't say kcm slower than Ay.
To be precise, kcm and Ay are about same speed base on the context

It seems naruto faster than Ay, because this statement been heard so many times and accepted by many for long time.
I also believed that convienently until I look at the chapter and actually examine it without letting any bias claim interfere

That I'm not sure, but base on what it said, I'm sure Ay believe naruto is fast enough to dodge his super attack like minato
It really doesn't mean naruto run faster than Ay, it might hint that naruto has a better reflex than Ay, but not footspeed

Which doesn't matter at all. No matter what the situation was at first, the fact that Ay had less distance to close with his fist than Naruto did to move away does not change.
The actual situation was that Naruto physically could not have gotten out of that situation if, at that point in time, he exceeded Ay's speed. You labeling your opinion as the actual story is meaningless before this.
If Ay was equal in speed, how did he miss when he his fist had less difference to travel than Naruto had to run? Surely this means Ay decided to give Naruto a shot to escape, oh wait.................. "I stuck at you with killing intent." Naruto has trouble controlling his speed, so utilizing its full extent is a last resort.
Lol! If you throw a basket ball at me when I'm running, and it's inches away from my face after it's thrown, and I have to move my face a good foot or two away starting at that moment, then I dodge it at that point in time, then that means I accelerated beyond the speed I was running in order to travel the foot faster than the ball traveled the inches.
How about you acknowledge physics? It's impossible for one object with a longer distance to travel to cross it before another object crosses its distance which is shorter without being faster than it.

First off. When I throw it from far away and you are so much faster than me and allow the ball to touch your lips before you dodge it, it means you are a showoff and you are toying with me. If you are not a showoff nor toying with me, you are just too slow and lucky

Naruto was fully ready and possibly measuring Ay the whole time and he had inches to dodge at that last moment, so he managed to barely dodged it. What barely means?? It means from 1-2 inches to a width of a hair. Base on physics, naruto had enough time to dodge when he's about same speed as Ay
If naruto moved 10-20 inches within that inches from Ay fist period, then kcm is faster than Ay, but this is not the case here
I don't blame you, most people do not read anything as a whole. Its very easy to rip the pages off left and right. Its very tricky to read properly and its not as easy as it sounds.
Rules for good comprehension:

2. Don't be angry
3. Be open minded
4. Read everything carefully
5. Think about what you read
6. Read it all over again
7. Make sure no contradictions
8. Everything supposed to fit perfectly together
9. If things contradict, look for the least contradictory way that supported by most lines
10. After conclusion, always reexamine again of what you already believed when someone disagree with you
11. Don't be stuck on your opinion nor the opinion of the mass
If you fit it all, you are all good. However, you sound very far away from all these
