did you mean sasuke or sakura.i strongly believe that earth chakra attacks will suit sakura perfectly.but the best fire users will be based on lenght,damage and deadliness of the fire.in other words winners are as follows.
1.Madara-his firestyle inferno is super hot and super deadly
2.sasuke-his fire style is crazy it even surpassed itachi's own in their battle and sasuke has the second place for the longest and deadliest fire style attacks
3.itachi-his skillfullness and creative in the use of the firestyle is second to none but he gets the third place because his lacks some strenght but it is still a force not to be taken lightly.
