not sure about darui being better since we have only seen him use storm release and 1 or 2 lighting jutsus, but raikage i would put him above kakashi's lightning skills, can make it into armor which speeds him up and lets him react faster and knew about chidori and kakashi. That and hes the Raikage (lightning shadow) lol
