It's not about who you THINK will join, it's all about who you would LIKE to join regardless of whatever.

I personally would like for Rogue and Yukino to join.

They are from an alternate universe, there are things that happened in their universe but didn't happened in the current one. Like in other universe, lucy and others were in the prison.

I referred to the fact that Naruto characters are listed to join a collective group from a completely different anime/manga
